Never let anyone on a forklift who isn't correctly trained to operate the forklift. Your business must develop and post in a location which is visible all forklift safety procedures.
Workers must have a positive attitude when they go through training, instead of doing it just because they are required to. You as the employer should help employees know the importance of proper training. Let them understand that they can injure or kill not only themselves, but other people, if they make mistakes. It is up to you to ensure that your employees undertake training seriously.
